Definitely remove the antenna from the car and take the gear box apart. There may well be left over broken bits of the last mast whip, or the grease used at manufacture has hardened up. You can use the lithium grease or petroleum jelly works well. I would wonder also as to whether you have the radio/antenna wired correctly at the radio. There is a timer on the antenna that determines when to shut the voltage to the motor down. It almost seems like yours is getting the wrong signal from an incorrect voltage input, or possibly there is a bad ground at the antenna? If the motor shuts off after fully deploying the mast, and when fully retracted, it sure doesn't sound like the timer or the motor are defective. Check the wiring at the head unit. Good Luck!
